この文型は、話し手が何かを望んでいることを表す表現です。また、相手が望んでいることを尋ねるときにも使われます。第三者の希望を表す場合には「〜をほしがる」を使います。 This sentence pattern expresses the speaker’s desire for something. It can also be used to ask the listener about their own wishes. When expressing the desires of a third party, 「〜をほしがる」is used. Similar to "want to ...” in English.

新しいスマホがほしい。I want a new smartphone.
