It shows that the speaker is speculating based on external information or circumstances, without direct certainty.

例文

彼女かのじょは何なにか悩なやみがあると見みえる。元気げんきがないようだ。She seems to have something on her mind. She doesn’t look well.

彼かれは忙いそがしいと見みえて、最近さいきん全然ぜんぜん会あっていない。He seems to be busy since I haven’t seen him at all lately.
