この文型は、対照的な例を挙げながら、そのどちらの場合でも同じ結果や状況が成り立つことをを表す表現です。「〜にしても〜にしても」と似た意味で使われます。
【Translation】This sentence pattern expresses that no matter which example is considered, the same result or situation will apply. It is similar to 「〜にしても〜にしても」.
